Yet, these vast opportunities are tempered by persistent gaps in education, health, and skills, which have Africa only reaching forty percent of its estimated potential. Moreover, conflict, food insecurity, population growth, and the disruptive forces of climate change threaten to curtail or even reverse the progress that has been made over the past decades.

In West and Central Africa, the World Bank is a leading partner with a portfolio of 300+ projects totaling more than $60 billion in areas such as agriculture, trade and transport, energy, education, health, water and sanitation- all to support job creation, gender equality, poverty reduction, and better lives. Across the continent, the World Bank's program has nearly doubled over the last 10 years. By 2030, about 87% of the world's extreme poor are projected to live in Sub-Saharan Africa, so this is where our mission to end extreme poverty and to promote shared prosperity will be achieved.

Transport in sub Saharan Africa has a large and diversity portfolio of about 70 projects under implementation, with an aggregate value of about US$ 18 billion. This portfolio is increasing every year, with a slightly smaller number closing over the same period. The portfolio has doubled in commitments over the last 4 years, and diversified from a very road sector dominated portfolio to a more diverse one. The Transport Practice is split between four geographical Units covering: (a) Francophone and Lusophone West Africa and The Gambia, (b) East Africa, (c) Southern Africa, and (d) Central Africa, and English speaking West Africa except The Gambia.

In the Francophone and Lusophone West Africa and Gambia Transport Unit (IAWT4), the World Bank serves 13 client countries, ranging from lower middle-income countries such as Senegal and Cote d'Ivoire with high demand for Transport infrastructure and services, to fragile and low-income IDA countries such as Chad, Niger, Burkina Faso and Mali. Areas of particular interest for the Transport sector in these countries include i) Rural Transport for agricultural productivity; ii) Urban Mobility to improve the efficiency of urban areas, including the improvement of accessibility to jobs and social services for the poorer segments of the population; iii) regional integration , transit and trade facilitation and reduction of logistics costs; iv) investments in ports, railway, and air transport, for improving connectivity within and across countries; iv) PPPs to bring in efficiencies in the provision of Transport and Logistics infrastructure and services; and v) Road Safety interventions to reduce the high number of traffic fatalities in the client countries.

Duties and Accountabilities:

IAWT4 is hiring an Extended Term Consultant (ETC), with prior operational experience - preferably in Africa, to operate from France to support the activities including in FCV contexts in the transport infrastructure sector. They will particularly support projects in Togo, Benin, Burkina Faso and Cote d'Ivoire but can also support other countries in West and Central Africa including under IAWT3. This assignment relates first and foremost to support preparation, planning and supervision of activities related to civil works construction, including roads (Togo, Benin), maritime and laguna works (Benin, Cote d'Ivoire), rail (cote d'ivoire, Burkina) and drainage (Burkina Faso) corresponding to a senior civil engineer role.

The ETC will provide technical, operational assistance to Task Teams for the preparation, implementation and supervision. The Consultant will interact with TTL and other team members; road and transport administrations and agencies and Project Implementing Units (PIU), and other Government agencies to conduct all the required assignments.
• Review/provide inputs on various project documents related notably to (consultants reports, PIU deliverables, road safety aspects including ESIRT, economic analysis and others transport aspects).
• Contribute to the preparation of internal project documents including project appraisal documents, Project papers and appraisal for additional financings, or restructuring papers
• Participate in implementation support missions and provide input for aide-memoires.

In relation to infrastructure construction activities:
• Review TORs, feasibility and design studies
• Ensure that the standards used in the design conform to the best national and international standards.
• Make sure that the costs have been well estimated with realistic unit prices and well estimated quantities to avoid overcharges during implementation.
• Assist the PIU improve the quality of technical documents for activities falling within the framework of the projects.
• Assist the PIU in the development of technical specifications to be included in the tender documents for the activities to be carried out as part of the project.
• Ensure that study reports are complete and cover all technical aspects and also that the quality is good in terms of technical assumptions, methodology and design.
• Make sure that all technical design options have been evaluated to arrive at the optimal option.
• Advise on the works and provide recommendations.
• Conduct field visits to assess the quality of the works and the advancement of the works
• Define the additional steps to be carried out for projects that are not of a sufficient level of maturity.
• Review of ToRs for technical studies.
• Support and provide advice the TTL in following up the different technical and safeguard studies, reviewing Annual Work Program (AWP) implementation during implementation.
• Review technical documents such as procurement documents, and provide input to the TTL;
• Support the TTL in following up on the action plan of the aide-memoire for the activities.

The ETC may also Contribute to sector policy dialogue and institutional reforms and capacity building programs especially in the maritime sector, seeking to develop capacity in the pertinent implementing entities. In this effort, ensure consideration of cross-cutting issues such as, inter alia, social and environmental impacts, gender equality, health and safety, and climate change.

Selection Criteria
• Senior consultant with at least 15 years of experience of Civil engineering
• Master's degree in civil engineering and/ or in Transports Economics
• Professional experience in the execution or implementation of multi-component projects or programs
• Experience working with different technical partners: communication, negotiation, personnel management and teamwork (including mediation and conflict resolution);
• Excellent relationship with local actors, both public and private
• Successful track record in providing technical support,
• Excellent written and verbal communication skills in both French and English
• Successful track record of completing similar technical projects,
• To be recognized as having very good integrity.
