The WBG Infrastructure Vertical provides public and private solutions to operational teams and clients across the WBG to produce scalable impact. With 60 years of experience, the WBG is poised to support the sector becoming an engine of growth and jobs through improving policies and governance, foundational infrastructure and private sector investments. The WBG lending in the sector is expected to grow substantially. The Infrastructure VPU's objectives in driving outcomes include replicating and scaling effective solutions, enhancing thought leadership and innovation, and delivering timely knowledge to client teams. ESMAP is a partnership between the World Bank and about 20 partners to help low and middle-income countries reduce poverty and boost growth through sustainable energy solutions. ESMAP's analytical and advisory services are fully integrated within the World Bank's country financing and policy dialogue in the energy sector. Through the World Bank Group (WBG), ESMAP aims to support client countries to ensure universal access to affordable, reliable, and modern energy services by 2030; accelerate the transition towards a sustainable, just, and decarbonized energy system; and ensure the resilience and adaptation of the energy sector to the growing impacts of climate change and other shocks. ESMAP provides a combination of self-managed analytical work, to further scale-up the energy access and transition agendas; of grants to regional operational units to support regional and country-specific analyses and capacity building; as well as operational support for country-specific projects in the six Bank regions. Within ESMAP, the Industrial Devarbonization (ID) program aims to increase the capacity of World Bank client countries and global practitioners to accelerate investments in the sustainable industrial transition. The program focuses on key hard to abate industrial sectors such as iron & steel, cement, aluminium and nitrogen-based fertilizers and key technical pathways such as material and energy efficiency, electrification, hydrogen and clean feedstock and CCUS. The program sits under the Scaling-up energy efficiency and decarbonization of energy end-use (SEED) workstream of the ESMAP Business Plan for FY25-30.
The E T Consultant (ETC) will be responsible for providing technical and analytical support to ESMAP Energy Transition Pillar, with a specific focus on the Industry Decarbonization work. The ETC will work with World Bank regional teams on ID projects. The ETC will be directly working with the ID team leads, and regional experts based in DC and in the field. The ETC will be based in Paris and is expected to join multiple missions per year in DC and in country offices.
Please note this position is financed by a Trust Fund and renewal is contingent upon availability of funding, in addition to other factors, including but not limited to business needs, staff performance and skills fit.
Pipeline development, Implementation support & Capacity building
• Support the preparation of the World Bank's Industrial Transition Position Paper on the role of the public sector in building the foundation of the green industrialization (policy framework, accelerating financing through blended financing and derisking instruments, and supporting innovation/R&D and pipeline development).
• Support the establishment of a joint WBG Industrial Decarbonization/Green Industrialization Knowledge Hub/Platform
• Provide expert technical advice and operational support to teams preparing or implementing: i) grants from the ID program, including work under the Global Matchmaking Platform (GMP); ii) Climate Investment Funds (CIF) Industry Decarbonization Program (IDP) Sectoral Transformation Investment Plans (s-TIP); and iii) industry decarbonization/green industrialization linked operations.
Support with internal ESMAP work
• Assist in fundraising efforts with donors
• Assist in coordination and outreach to the ID program partners
• Assist in reviewing ESMAP grant proposals and GMP requests
• Support preparation of ID event briefs and talking points
• Support with ESMAP reporting
Selection Criteria
The following specific skills and experience are required:
• Advanced degree (master's or higher) in engineering, in a field relevant to industrial decarbonization (industrial engineer, chemical engineer, mechanical engineer, or another similar field);
• At least 8 years of experience working on energy sector decarbonization, including industrial sector decarbonization;
• Experience with challenges, risks and bottlenecks faced by the private sector to deploy low-carbon projects.
• Experience leading publication of technical and/or high-level reports related to the energy transition;
• Active listening skills, excellent interpersonal skills, able to influence the audience and build positive relationships with clients, different partners and colleagues across units and departmental boundaries in a multi-cultural environment with disperse teams located in different countries.
• Experience working with large global teams, producing high-quality results and outputs with minimal supervision.
• Ability to work independently, taking initiative, and flexibility in quickly adjusting to changing work program requirements.
• Excellent oral and written communication skills, including an ability to communicate complex issues in simple terms and to engage in evidence-based dialogue with clients.
• Excellent English verbal and writing skills for different audiences;
• Experience with World Bank operations and/or Trust Funds would be an asset.
