Les systèmes de soins de santé sont confrontés à de profondes transformations. Les attentes des payeurs, les comportements des patients et des professionnels de la santé évoluent rapidement, dans un paysage concurrentiel en pleine mutation. L'augmentation et la consolidation des fabricants de dispositifs médicaux, l'accélération de la transformation numérique - renforcée par la crise de la CoVid-19 - exigent un renforcement de l'alignement et de l'internationalisation de certaines de nos activités.
En réponse à ces défis, l'activité Santé à Domicile a décidé :
Pour mettre en œuvre cette stratégie, l'entité Air Liquide Healthcare International Services & Technology (ALHIST) a été créée. Elle est dédiée à l'hébergement des services opérationnels mondiaux partagés, telles que les équipes Digital & IT et Procurement & MedTech.

The Indirect Category Specialist - Fleet and Mobility will be responsible for defining, implementing, and optimizing the procurement strategy for all vehicles, mobility solutions, and related services. This role is pivotal in driving cost efficiencies, ensuring compliance with safety standards, and accelerating our transition toward a sustainable, low-carbon fleet across all French subsidiaries.
Roles & Responsibilities
1. Strategic Sourcing
- Deep understanding of the French automotive market, legal and regulatory compliance (benefits in kinds, taxes, etc.), leasing models, and emerging sustainable mobility trends.
- Develop and execute comprehensive procurement strategies for the Fleet & Mobility category (passenger cars, commercial vehicles, related equipment & services and specialized mobility solutions). Establish the new Mobility Playbook cross entities and business lines in France.
- Ability to create fleet renewal scenarios to simulate LOM compliance and TAI ("taxe incitative au verdissement des flottes") amount to be paid per entity. Follow up on progress, alert deviant entities, create contingency plans.
- Monitor Total Cost of Ownership (TCO), analyze market trends, and identify continuous improvement opportunities to optimize mobility budgets.
- Animation with operational leads about driver-dependent cost-avoidance opportunities such as end of contract costs, accidentology, unnecessary extra costs during contract.
- Ensure all procured vehicles and services strictly adhere to Air Liquide's safety standards, local regulations, and corporate policies.
2. Contract & Supplier Management
- Negotiate contracts with car manufacturers, leasing companies, maintenance providers, fuel/charging card issuers, etc.
- Establish measures and controls to ensure and track successful implementation of the contracts. Follow up contract implementation on both sides (supplier and internal stakeholder). Onboard the supplier in the local entities (administrative onboarding, and relationship management between internal stakeholder and the supplier).
- Manage contractual compliance against established KPIs and measures.
- Contract Management (application of price escalation formulas, volume rebate collection, products and services portfolio management, progress clauses, renewal etc.), including update of procurement database (contracts, catalogues...).
- Manage supplier relationships (Guarantees, Penalties, Claims, Supplier Reviews, Performance and risks management)
- Define and periodically review buying channels.
- Lead SRM activities for relevant suppliers (supplier strategy, review and audit incl. financial solidity, innovation initiatives, internal promotion of supplier, supplier days) in line with SRM framework.
- Animate the supplier qualification and audit process in collaboration with Inspection teams, HSEQ and Technical experts.
3. Sustainability Leadership
- Drive the green transition of the fleet by integrating electric vehicles (EVs), alternative fuels, and innovative mobility-as-a-service (MaaS) solutions in alignment with Air Liquide's environmental goals.
- Explore sustainable sourcing options with new and existing suppliers (made in France/ Europe, recycling of windshields and tires, water management for cleaning etc.).
- Develop and implement a sourcing strategy and a multi-year progress plan per entity for electric LCV cars.
- Finalize the deployment of our telematics solution on the not equipped cars. Follow up on KPIs, develop measures helping to undertake actions towards a safer, more economic et more ecologic car fleet.
4. Stakeholders management
- Work closely with internal stakeholders (HR, Operations, Finance, and of course the French fleet managers) across all ~30 entities in France to gather requirements, harmonize policies, and consolidate processes.
- Drive the implementation and hypercare process of a new Fleet management system.
- Streamline processes and help the deployment of the tool towards internal stakeholders (accounting, payroll department, HR etc.).
- Lead working sessions with internal customers to identify TCO reduction opportunities.
5. Continuous Improvement
- Undertake corrective actions with suppliers to improve performance (e.g. Supplier development programs, progress plans,...) and track progress.
- Standardize and simplify the existing processes capitalising on the new fleet management tool (car ordering process, invoicing, transfer of cars between drivers and entities, management of linked services).
6. Reporting
- Consolidate and present sourcing action plan to his/her Management and when needed to related Category Manager.
- Contribute to a yearly ambition plan and its updates (within the target and rolling forecast processes).
- Provide periodic activity reporting to his/her Management on actual and projected savings related to his scope.
