ABOUT THE ROLE
The Energy & Resources Compliance Expert is responsible for owning and driving three core operational domains within the Energy & Resource Operations function: energy regulatory watch and compliance implementation, energy-related data disclosure to external bodies, and energy rebilling process governance. Across these areas, the role holds direct accountability for translating regulatory and operational requirements into structured action plans, ensuring their correct implementation by local OPS and Finance teams across DATA4's European footprint.
In addition, the role provides active support to the Energy & Resource Operations Manager on ISO 50001 audit management and on energy efficiency projects, including the identification and valorization of opportunities under applicable Energy Efficiency Obligation Schemes across all countries of operation.
The role reports directly to the Energy & Resource Efficiency Manager and operates in a transversal and highly collaborative environment, working closely with Country Operations Directors, Global Operations Team, Finance, Legal, Sustainability, IT and Compliance teams. It requires the ability to coordinate and influence multiple stakeholders across countries and functions without direct hierarchical authority, combining technical expertise, regulatory knowledge and strong organizational rigor.

ABOUT THE ROLE

RESPONSIBILITIES
Energy Regulatory Watch and Operational Compliance Implementation
- Monitor energy-related regulatory and normative developments impacting data center operations, energy performance and applicable obligations at both European and country level, in coordination with Compliance, Legal, Sustainability and other relevant Group functions.
- Analyse the operational impact of new regulatory requirements, identifying applicable obligations for sites, potential compliance gaps and actions required to ensure regulatory alignment.
- Translate energy regulatory requirements into operational guidelines and action plans, leading local OPS and technical teams in the implementation of required projects, corrective actions or operational adjustments.
- Own the coordination with country teams of the deployment of compliance-related actions, ensuring proper understanding, operational feasibility, timely execution and consistency with Group standards.
- Ensure decision traceability, documentation of compliance evidence and timely escalation of topics requiring management arbitration across all energy regulatory obligations and related action plans.
- Prepare and own consolidated updates on regulatory developments, operational impacts, non-compliance risks and progress of compliance action plans, supporting decision-making by Compliance, OPS, Sustainability and Management teams.
Data Disclosure to External Bodies
- Own the end-to-end process of energy-related disclosure obligations towards external bodies, ensuring correct understanding and implementation of applicable requirements - both at European level (EED, EuCoC, ETS, and other relevant frameworks) and at country level - by all involved OPS teams.
- Define and communicate to local OPS teams the specifics of each disclosure obligation, including required content, deadlines and formats, ensuring consistency between European requirements and their local implementation.
- Verify the completeness, relevance and consistency of data prior to disclosure, with particular attention to country-specific regulatory requirements, and coordinate all operational communications with external bodies.
- Maintain and continuously update the internal database tracking all information communicated to external bodies, keeping European and local obligations clearly separated and traceable.
Energy rebilling process governance
- Define, maintain and continuously improve the Group-level governance framework for energy rebilling, ensuring consistent practices across countries while preserving local Finance and OPS accountability for operational execution.
- Lead the harmonisation of country-level rebilling processes, templates, timelines, data validation principles and documentation standards, in coordination with local OPS teams and Finance.
- Own the implementation of a common Group framework for energy consumption data collection, validation and client allocation, ensuring traceability, consistency and alignment with contractual and financial requirements.
- Chair periodic governance reviews with local OPS teams and Finance to identify process gaps, data quality issues and improvement opportunities, and ensure that corrective actions are formally documented, assigned and followed through to closure.
- Act as the Group reference for energy rebilling methodology, process governance and harmonisation, while the production, validation and issuance of final client invoices remain under the responsibility of the relevant local OPS and Finance teams.
ISO 50001 Audit Management
- Support the manager in coordinating the involvement of local OPS teams in the audit process, assisting in document preparation and ensuring correct understanding and compliance with ISO 50001 requirements and Data4's EnMS Policy.
- Provide technical and administrative support during audit preparation and auditor interviews, acting as a working-level resource for both the manager and local OPS teams.
- Assist in the follow-up of corrective actions at central level following audits, tracking their progress, monitoring their effectiveness and flagging any delays or risks requiring management attention.
Energy efficiency projects and white certificates
- Act as the Group expert and single point of reference for Energy Efficiency Certificate schemes and equivalent mechanisms across DATA4's European footprint, including CEE in France, CAE in Spain, TEE in Italy, PMEF in Poland, EEOS in Greece, and any other relevant national or European energy efficiency funding schemes.
- Own the identification and qualification of valorisation opportunities arising from both Operations and Construction projects, covering existing data centers, new developments, extensions, refurbishments, retrofits, technical upgrades and energy performance improvement initiatives.
- Ensure that eligible opportunities are identified as early as possible in the project lifecycle, in coordination with Operations, Construction, Design and Procurement teams, so that technical choices, project documentation and contractual set-up can support potential valorisation.
- Define and maintain the Group approach for assessing project eligibility, estimating potential financial value, and securing the required technical inputs for the relevant certificate schemes.
- Support DATA4 in maximising the financial value of eligible energy efficiency projects while ensuring consistency of approach across countries and alignment with the Group's energy performance objectives.
RESPONSIBILITES IN TERMS OF IMS CERTIFICATIONS

REQUIREMENTS
Education and experience
- Bachelor's or master's degree in engineering (Industrial, Energy or equivalent) or in a relevant field combining technical and regulatory expertise
- Minimum 5-7 years of experience in energy management, energy compliance, regulatory affairs or operational roles in critical infrastructure or data center environments
- Demonstrated experience in interpreting and implementing energy-related regulatory frameworks at both European and national level (EED, ETS, EU Code of Conduct for Data Centres or equivalent)
- Experience in managing disclosure obligations or reporting requirements towards regulatory bodies, certification organisations or third-party authorities
- Knowledge of energy efficiency certificate schemes (CEE, CAE, TEE, PMEF, EEOS or equivalent national mechanisms) is a strong plus
- Knowledge of ISO 50001 standards and energy management systems (EnMS)
- Good understanding of related ISO standards (9001, 14001, 45001, 27001)
- Fluent English; knowledge of one or more additional European languages (French, Italian, Spanish, Polish or Greek) is a plus
Technical skills
- Solid understanding of critical infrastructure systems (electrical, mechanical, cooling, generators, UPS)
- Knowledge of MDM/BMS systems and energy data collection, validation and allocation processes
- Ability to analyse regulatory texts and translate their operational impact into actionable compliance plans
- Experience in building and managing multi-country compliance action plans, ensuring traceability and documentation of evidence
- Experience in energy rebilling processes and client energy consumption allocation methodologies
- Familiarity with energy efficiency certificate schemes and the qualification of eligible projects under applicable EEOS frameworks
- Experience with monitoring and data visualisation tools (e.g. Grafana) and KPI frameworks
- Proficiency in reporting and disclosure management towards regulatory bodies and third-party organisations
