The Global Financing Facility (GFF) sits in the People Vertical of the World Bank, and supports health related work. The GFF recognizes that meaningful and systematic engagement of civil society organizations (CSOs) and youth-led organizations (YLOs) is essential to improving outcomes in reproductive, maternal, newborn, child and adolescent health and nutrition (RMNCAH-N). Since 2020, the GFF has progressively strengthened its support for CSO and youth engagement through country-level investments, Secretariat resources, dedicated systems, and global coordination mechanisms.
To further institutionalize and scale this engagement, the GFF Trust Fund Committee approved an investment of US$18 million over 24 months to strengthen the CSO and youth engagement architecture across the GFF portfolio. The initiative aims to enhance stakeholder participation, improve alignment with other global health initiatives, and expand engagement across GFF-supported countries.
The GFF is partnering with the World Bank Group's Civil Society and Social Innovation Alliance (CIVIC) to enhance this engagement. This partnership aims to provide financial and technical support to CSOs and YLOs in GFF partner countries, enabling them to contribute to health systems strengthening, advocacy, and accountability. The GFF x CIVIC Platform focuses on empowering CSOs and YLOs through funding and technical assistance to implement two key pillars (RETFs projects):
• Pillar 1 on Strengthening Civil Society Engagement and Community Voice for Domestic Resource Mobilization through supporting CSOs and YLOs in influencing health financing, accountability, and systems reform at the country level.
• Pillar 2 on Scaling Community-Led Solutions for Adolescent Health and Nutrition that will empower youth and civil society groups to design, evaluate, and scale community-driven solutions for adolescent health and nutrition.
Both RETFs projects are expected to be approved in June 2026 and be implemented for 24 months.
The initiative contributes to the GFF TRANSFORM 2030 Strategy, which seeks to accelerate progress toward universal access to quality and affordable health and nutrition services for women, children, and adolescents, while strengthening country health systems to sustain these investments over time. By strengthening civil society and youth engagement, the program is expected to contribute to improved access, accountability, responsiveness, and utilization of essential health services, including sexual and reproductive health services, in GFF partner countries.
Duties and Accountabilities
The objectives of this consultancy are to support the GFF x CIVIC Platform during FY27 - FY29 work program globally. The Consultant will therefore:
• Support the work of grant partners (RETFs and BETFs) through technical assistance with priority focus on strengthening analytical and advocacy capacities of CSO and YLO to improve representation in health and nutrition systems.
• Contribute to the design and implementation of operational and accountability multiyear grants, and sustain the integration of accountability, and innovative health solutions.
• Support the implementation and development of new opportunities among key project partners to expand and diversify the collaborative aspects in terms of stakeholders' engagement where necessary building on existing and emerging WB x GFF opportunities.
• Contribute strategic insights to improve knowledge processes and materials and learning work in French and English among the Pillars I and II Consortiums, in-country partners and the civil society coordinating group (CSCG).
Selection Criteria
• Education: Master's degree in social sciences field with studies preferably related to civil society, governance and political economy.
• Experience: At least 15+ years of relevant professional experience in the field of governance, social accountability and civil society participation, particularly in the design, implementation and supervision of civil society projects.
Proven experience to deliver high-quality technical assistance to CSOs and governments, including managing high-level dialogue and negotiation with civil society, public and private sectors.
Proven experience leading and facilitating collaborative actions between diverse stakeholders globally, and relevant experience in Francophone Africa.
• Languages: excellent oral and written English and French, other languages will be a plus.
