VPU Context: The Development Economics Vice Presidency (DEC) is the World Bank's central reservoir of fresh insights into the most pressing challenges of development. It is led by the Chief Economist and Senior Vice President of the World Bank Group, who advises the President and senior managers, serves as the community leader for the WBG's economists, and helps to keep the institution in the forefront of thinking about development policy. DEC constitutes one of the world's largest teams of economists focused on policy solutions for developing economies.
Unit Context: The Mobile Phone Data for Policy window and support program is designed to help World Bank client countries to integrate Mobile Phone Data (MPD) into country-led data systems and analytical processes, to enable more robust and responsive solutions in development policy-making and statistics. The primary focus of GDF-MPD grants is to support task teams to implement Bank Executed (BE) activities to build local capacity to durably use MPD for sustainable impact on country data systems.
The Global Data Facility Mobile Phone Data for Policy (GDF-MPD) program conducts activities under two pillars - operations and research, with the research pillar led by DECID. The Analyst role is meant to support the Research Pillar. The research pillar will be designed to directly support the operational work through two channels:
1. County specific research. For projects in the foundation and practitioner stages, the core team will help with matching academic researchers with each country project from the beginning, who would work closely with the government counterparts, telecom and operational colleagues to identify policy-relevant research questions that could help to support the project. These could focus on specific challenges with addressing representativeness and other quality issues in a particular context as well as potentially research into new use cases with more limited evidence on how to best apply MPD. The research would be demand driven from the country (in particular the government client).
2. Global research to ensure quality and policy-responsiveness and to support sustainability across all projects. There are challenges, which are universal across countries related to bias, anonymization of data, and applications. The global research would work on bringing together learning from across the different country cases to develop best-practices and generate knowledge that can support all countries across the cohorts. The topics will similarly be demand driven based on challenges experienced across different countries, which can help to guide on areas where more global knowledge is required. The research generated earlier in the program will also help later cohorts already be able to address some of these universal challenges from the beginning, as well as provide guidance on new and more complex use cases that could be applied. Direct lines of communication between the operational teams and research team will be established to facilitate flow of data to the research team to be able to study some of these key questions and flow of insights and results back to the operations team to help inform the use of the data on the ground.
Duties and accountabilities:
• Component 1: Design and implementation of the Research Pillar
• Helping to organize a consortium of academic researchers within the WB and from Academia who would help with implementing the research agenda of the program
• Defining research priorities of the program along with the MPD leads and a small set of external academics, on both the global research agenda and thematic research streams
• Coordinating and monitoring progress of the global research conducted within the consortium and ensuring it receives the support it needs
• Contributing to writing policy notes, blog posts, and academic papers that summarize the research
• Helping to report on the progress of the Research Pillar of the program for donors or others as needed
• Helping with reviewing research proposals
• Component 2: Coordination between Research and Operations Pillars
• Leading the coordination between Research and Operations pillars along with MPD leads, ensuring that critical research outputs are well-implemented within task teams' projects and operational needs are translated into relevant research efforts.
• Supporting the identification and pairing of researchers with projects selected to receive funding for the program
• Supervising the coordination between researchers and selected task teams
• Coordinating research projects conducted at the individual country level with the objective to ensure synergies across countries in the cohort are well identified and maximize learning
• Supporting the organization of workshops conducted by the program, including running trainings or presenting MPD-related research
• Component 3: Expert advice and targeted technical assistance related to mobile phone data processing and usage
• Conducting specific research requiring high expertise on the processing of mobile phone data for policy. This can be either a global research project, a country-specific project involving a well-identified policy application, or a research project exploring the potential use of MPD for future applications.
• Co-leading components of the global research agenda along with MPD leads as needed
• Component 4: Global program support
• Support with fundraising efforts through internal WB and external applications, as well as helping with materials and presentations for fundraising
• Supporting some of the foundational training activities
• Attend regular meetings and coordinate with the leads of the MPD program, including supporting with reviewing concept note proposals and progress for projects to receive next tranches
• Component 5: Leading research on topics of internal displacement and migration
• Leading on implementing a JDC funded project to study measurement of IDPs using MPD
• Working on key research topics related to developing migration statistics including addressing bias
• Helping in developing best practices for the measurement of migration and displacement.
Selection Criteria
• Master's degree in economics, public policy, statistics, or related field with strong quantitative research skills is essential, preferably with a concentration in development economics, impact evaluation and applied micro-econometrics. PhD highly preferred.
• A minimum of five years of experience working with mobile phone data, ideally directly with raw MPD and therefore technical know-how of how to process such data, writing code to do the processing, and challenges related to working with this type of data; or equivalent combination of education and experience.
• Experience managing projects and coordinating across different teams or members of a team.
• Experience writing outputs for both policy and academic audiences including briefs, blogs and academic journal articles.
• Superior written and oral communications skills in English are essential. Other languages are a plus.
• Motivated self-starter, with demonstrated ability to work effectively and sensitively in teams and with government counterparts at all levels and with partner organizations.
