What We Do
GPE helps low- and lower-middle-income countries build stronger education systems so that all children can get the education they need to thrive. We support more than 90 countries where the needs are greatest and focus on reaching the children who are the most vulnerable, including girls, children with disabilities, and those affected by extreme poverty or conflict. Our unique approach works. Between 2021 and 2025, GPE supported 372 million children in partner countries to get a better education through grants and co-financing.

How We Work

GPE is working to help governments transform their education systems to get the most vulnerable children in school, improve teaching and learning, and build equitable, inclusive and resilient education systems fit for the 21st century. Transforming education is about creating lasting changes and achieving impact at scale. GPE sets out to deliver this transformative change by convening partners, mobilizing funds and catalyzing reforms to help partner countries accelerate access, learning outcomes and gender equality..

Multiply Possibility - Financing GPE 2030

GPE launched its 5th financing campaign for 2026-2030, co-hosted by Italy and Nigeria, to mobilize $5 billion for inclusive, high-performing education systems in the world's most challenging contexts. This funding will unlock $15 billion in total education investment through co-financing and multiplier effects. A fully funded GPE will transform education systems and multiply possibility for 750 million children in 96 countries

Governance And Organizational Arrangements
The GPE Board of Directors includes ministerial-level board members and alternates representing 20 constituencies that reflect the Partnership's breadth. The Board Chair is HE President Jakaya Kikwete and the Board Vice Chair is Christine Hogan. The Board of Directors, with its three standing committees, provides policy and strategic oversight and approves or delegates funding decisions.

The GPE Secretariat, with 160 employees and hosted by the World Bank, is responsible for translating the policies and strategies set by the Board into practical support for partner countries, coordinating with diverse stakeholders and galvanizing global support for SDG 4. The Secretariat's headquarters are in the World Bank's offices in Washington, D.C., with a European office in Paris, an Africa office in Nairobi, a satellite office in Brussels, and a support office in Chennai.

ABOUT THE TEAM

The Secretariat Operations team provides a wide range of support to the GPE Secretariat: human resources, staffing, workforce planning, administrative, events management, procurement, translation services, travel support, work and budget planning, organization design and development, IT systems and knowledge management, and others. Its mission is to help the organization operate as effectively and efficiently as possible.

The Secretariat Operations team comprises three sub teams: this position will report to the Team Lead of Travel, Translations, Events management, and Procurement (TEP) team.

ABOUT THE JOB

This position will be based in Paris, France.
This role provides support to a Financial Intermediary Fund (FIF). Roles funded by a FIF are subject to the WBG Staff Directives and Procedures. Additionally, the FIF's governance framework and funding are also relevant to this role.

Duties And Accountabilities
An initial identification of tasks is below; however, additional tasks may be identified according to the needs of the team.

Translations
• Focal Point for consolidating and coordinating the translations needs of the Secretariat.
• Create and maintain a database of all vendors/consultants supporting translation services.
• Develop guidance and a checklist/template for implementing the translation services work.
• Provide French translation as required - specific activities could include drafting correspondence, editing materials and documents, review and proof-read translation documents, etc.
• Develop Terms of Reference for translation services and assist in securing vendors, conduct research and review of proposals.
• Liaise with relevant vendors/consultants on delivery of translation work, coordinate with relevant team members for proof-reading, and ensure quality control.
• Consider any team translation needs and recommend the right vendor or consultant.
• Liaise with governance and publication teams on translation-related work and coordinate with vendors and the World Bank Group for translation services as needed.
• Involvement in staff management and support team members through mentoring and coaching

Correspondence
• Function as a process owner for the GPE correspondence template and letter generation process.
• Generate letters, communicate with various teams across the Secretariat, and manage revisions/ finalizations.
• Manage the process for teams to submit templates and the letter generation and archiving process.
• Upload and code all letter templates and corresponding email templates and protocols to database.
• Advise teams on process and protocols for template and letter creation.
• Manage related SOPs and communicate process and material to teams involved
• Ensure sequencing of all related activities (templates created, decision language published and contact information updated ahead of letter requests) and ensure data is kept up to date by those responsible.
• Track and monitor process, identify bottlenecks, or other inefficiencies.
• Provide subject matter expertise on correspondence protocols and advise teams on the process.
• Receive and Triage letter requests, prioritizing those most urgent

Additional responsibilities may be assigned based on business needs, including responsibilities aimed at further streamlining cross-team processes related to the production of material and support in several languages and consolidating oversight of selected external services. All tasks may evolve based on operational requirements.

Selection Criteria

Education
Master's degree in a relevant discipline with at least five years of relevant professional experience in a similar function within the international development context, or equivalent combination of education and experience.

Language
Full proficiency in English and French, both oral and written, is required. Knowledge of Spanish and/or Arabic is desired but not required.

Experience
5 years of relevant experience, including:
• Demonstrated strengths in written and oral communications with a strong ability to convey sophisticated ideas in a clear, direct, and lively style.
• Ability to communicate and write competently in English and French with proven ability to draft a variety of correspondence and edit materials in both languages.
• Ability to work effectively under pressure, prioritize and juggle multiple tasks within tight deadlines, and to deliver time-sensitive high-quality work.
• Good team player, with excellent interpersonal and communication skills, people management skills and able to interact tactfully with people at all levels.
• Ability to work with a diverse team in a rapidly changing work environment.

Policy and Process Development & Management - Experience developing and implementing policies and ensuring compliance. Experience developing, implementing, managing and improving business processes. Knowledge of workflow automation tools and approaches. Experience using online survey tools to gather information and inform products and improvements. Experience with work planning and budgeting frameworks and processes. Well versed in the use of metrics to track, analyze and measure outcomes.
